Most South African employers register with the Compensation Fund, the state fund administered by the Department of Employment and Labour under the Compensation for Occupational Injuries and Diseases Act (COIDA). But not every employer belongs there. Certain industries are licensed to run their own mutual associations, and if your business falls into one of those classes, your registration, assessments, claims and Letters of Good Standing all run through that association instead. What Are the Mutual Associations Under COIDA?
Section 30 of COIDA allows the Minister of Employment and Labour to license mutual associations – industry-owned insurers – to carry out the functions of the Compensation Fund for specific industries. Two associations currently hold licences:
- Rand Mutual Assurance (RMA) – covers the mining industry and certain related classes, as well as iron, steel and metal-related operations under its licence.
- Federated Employers Mutual Assurance (FEM) – covers the building and construction industry and allied trades.
When you register as an employer on the Compensation Fund online portal, the system checks your industry classification. If your class is assigned to a mutual association, your registration is transferred there automatically and the association – not the Compensation Fund – issues your assessment and your Letter of Good Standing.

How to Check Which Fund Covers You
- Look at your registration certificate or assessment invoice. The fund that issued it is your insurer – the document carries the Compensation Fund, RMA or FEM branding and reference number.

What Stays the Same, Whatever Fund You Are With

Common Mistake: Paying the Wrong Fund
Employers who pay a Compensation Fund invoice while actually registered with RMA or FEM end up with an unallocated payment and no Letter of Good Standing from either fund. Always pay with the exact reference number on your assessment notice – for the Compensation Fund that is your CF number starting with 99 – and query any mismatch before the Return of Earnings deadline.
